Job Description

The BOCES is seeking a highly skilled, strategic, and collaborative leader to serve as Assistant Superintendent of Finance and Operations. This Cabinet-level position provides leadership and oversight of all financial, business, and operational functions of the organization in support of programs and services provided to component school districts. 

This role is essential to maintaining BOCES’ fiscal integrity, operational efficiency, and strategic capacity to address both present and future educational requirements. By providing robust financial management and operational guidance, the Assistant Superintendent of Finance and Operations enables instructional and program administrators to maintain their focus on teaching and learning, while upholding compliance, sustainability, and public accountability. 

Role Responsibilities: 

As a key member of the District Superintendent’s leadership team, the Assistant Superintendent of Finance and Operations will: 

  1. Serve as the chief financial and operational officer for the BOCES, providing strategic leadership and oversight of all business, financial, and support service functions. 
  2. Lead, develop, and manage the Centralized Business Office (CBO) team to ensure effective and efficient operations. 
  3. Provide strategic leadership and oversight of all business, financial, and support service functions 
  4. Direct and monitor all aspects of contract and lease administration, including negotiations, renewals, and ongoing compliance. 
  5. Exercise broad independent judgment in the administration of BOCES financial and operational affairs and act on behalf of the District Superintendent as assigned. 
  6. Lead the development, presentation, and administration of annual administrative, program, and capital budgets, including long-range financial planning and forecasting. 
  7. Oversee all accounting operations, including payroll, purchasing, investments, internal controls, and fixed asset management, ensuring fiscal integrity and regulatory compliance. 
  8. Supervise the preparation and submission of all required federal, state, and internal financial reports, claims, and audits, and serve as the primary liaison with auditors and regulatory agencies. 
  9. Provide financial executive oversight of BOCES facilities, capital projects, transportation, food service, and other operational support services, ensuring safety, efficiency, and effectiveness. 
  10. Direct purchasing, cooperative bidding, risk management, and insurance programs to ensure best value, transparency, and legal compliance. 
  11. Establish, implement, and monitor systems, processes, and internal controls that support ethical, efficient, and effective business operations. 
  12. Recruit, supervise, evaluate, and support business, finance staff, and promote professional growth and continuous improvement. 
  13. Assist the District Superintendent and Human Resources in collective bargaining, and contract administration, including financial analysis and negotiation support. 
  14. Advise and report to the District Superintendent and Board of Education on financial condition, operational matters, capital planning, and long-term sustainability. 
  15. Prepare Board of Education agenda materials, attend Board meetings, and present financial-operational, and facilities-related reports as assigned. 
  16. Maintain effective communication and positive working relationships with component districts, staff, and stakeholders. 
  17. Remain current with best practices, laws, and innovations in school finance, BOCES operations, and public-sector management. 
  18. Serve on or lead Board and administrative committees as assigned. 
  19. Perform additional duties and responsibilities as assigned by the District Superintendent. 

Salary / Pay Scale 

$170,000 – $195,000 (commensurate with experience and qualifications) plus a comprehensive benefits package 

 

Job Qualifications

Required Education & Certification: 

  • Minimum requirement: Bachelor’s degree in Accounting, Business Administration, or a related field required; Master’s degree in Education, Business, or a related field strongly preferred. 
  • Required: Valid New York State certification as School Business Administrator or School District Business Leader. 

Required Experience: 

  • Minimum of five (5) years of progressively responsible leadership experience in a BOCES, school district, or public-sector financial and operational role. 
  • Demonstrated success in budgeting, financial planning, accounting, facilities oversight, and personnel supervision. 
  • Experience with capital projects, cooperative services, and collective bargaining support strongly preferred.
