Position: 1.00 FTE Assistant Superintendent for Administration

Location: Regional Support Center (RSC), Newark, NY 14513

Salary Range: $160,000 - $185,000, commensurate with experience

Job Responsibilities

The Assistant Superintendent for Administration provides leadership oversight for all business and financial affairs of the BOCES, oversees the supervision of all facilities related matters and is a primary liaison with the Board of Education. In addition, this position oversees the Central Business Office Service as well as the Cooperative Bidding Service.

Responsibilities listed in this position description are not all-inclusive; they are guidelines to help identify the major elements of the job.  Specific assignments will be reviewed, and changes will be made as needed. 

  1. Administers all aspects of the financial and facility operations of the BOCES.
  2. Develops budget guidelines, coordinates preparation of the budget, and provides overall leadership to BOCES leaders in financial and budgetary matters.
  3. Arranges for and supervises preparation, publication, and distribution of budgets as approved by the District Superintendent, Deputy District Superintendent and Board.
  4. Coordinates the presentation of, justification for, and preparation of additional analyses required to understand budget proposals for action by the Board.
  5. Assists in the execution of the enacted budget, including the recommendation of administrative controls where required.
  6. Provides leadership in developing improvements in the financial management of the BOCES, including budget methods, format, and presentation.
  7. Establishes and supervises a program of accounting adequate to record in detail all money and credit transactions.
  8. Supervises all accounting operations.
  9.    Acts as payroll certification officer for the BOCES.
  10. Supervises the collection, safekeeping, and distribution of all funds.
  11. Oversees the BOCES Facilities, investment and insurance programs of the BOCES.
  12. Acts as advisor to the Deputy District Superintendent and District Superintendent on all questions relating to the business and financial affairs of the BOCES.
  13. Assists in recruiting, hiring, training, supervising, and evaluating clerical, financial, and staff for areas under supervision.
  14. Works closely and cooperatively with federal, state, and independent auditors.
  15. Provides and maintains the fixed assets inventory.
  16. Oversees all BOCES purchasing and bidding.
  17. Prepares drafts of needed policies and rules for the Board's review and action.
  18. Prepares state reports and claims as required, and as required by deadlines.
  19. Remains abreast of developments and innovations in the field by reading current literature, attending professional and association meetings and conferences, and discussing developments and problems of mutual interest with others in the field.
  20. Assists in the preparation of the Board meeting agenda.
  21. Attends Board meetings and prepares such reports for the Board as the District Superintendent may assign.
  22. Assists in preparing materials for negotiations, keeping records concerning negotiations, and assisting in the administration of the negotiated contracts.
  23. Oversees all activities associated with the Director of Facilities and Central Business Office Service and associated personnel.
  24. Prepares and monitors the administrative and capital budgets and serves as authorizing agent for the expenditure of appropriated funds.
  25. Oversees all capital projects and serves as liaison with the State Education Department, architects and contractors.
  26. Serves as the leader as assigned to committees of the Board and is a liaison to Deputy District Superintendent and District Superintendent for other Board Committee.
  27. Responsible for all reporting deadlines and reporting requirements required by federal, state and internally established administrative guidelines for areas under supervision.
  28. Responsible for the establishment of systems, processes and protocols related to the effective management for the duties and functions described herein.
  29. And all other such duties as assigned by the District Superintendent or Deputy District Superintendent not specifically described herein.

Job Qualifications

1. Education: Undergraduate degree in Accounting or Business Administration and a master’s degree in education is a minimum requirement. Must be certificated by the NYS Education Department as School District Leader or School Business Official or equivalent New York certifications.

2. Experience: Five years’ experience in Educational Administration as a BOCES Business Official, or School Business Official or Superintendent or equivalent experience in School or BOCES business administration.
