Position: 1.00 FTE Recruitment and Retention Specialist (Anticipated/Provisional)

Location: Regional Support Center , Newark, NY 14513

Salary Range: $60,000 – $70,000, based on experience and demonstrated abilities. 

Start Date: 11/05/2024

DISTINGUISHING FEATURES OF THE CLASS:  Incumbent in this class is responsible for implementing employment recruitment programs and strategies to address vacancies and organizational needs with an emphasis on the certified recruitment as defined in Civil Service Law 35(g) and 35(j) and the Civil Service recruitment, as defined by the Civil Service rules. Incumbent targets specific areas of recruitment difficulty as necessary to maximize applicant pools through various methods such as advertising, recruitment at job fairs and college fairs. Incumbent works in conjunction with area educational institutions to enhance recruitment efforts. Incumbent researches and recommends updated technology to enhance recruitment strategies.  Incumbent assists with employee retention through employee recognition programs, employee engagement programs, recruitment tracking and exit interviews.  Work is performed under the general direction of the Senior Recruitment and Retention Specialist (BOCES) or his/her designee with leeway exercised in the performance of duties.  Does related Human Resources work as required.

TYPICAL WORK ACTIVITIES:

  • Applies established standards of acceptance and rejection to assess applicant eligibility, including certification verification and the canvassing of civil service lists;
  • Implements recruitment programs to target vacancies and organizational needs;
  • Standardizes a hiring protocol that identifies candidate skills and leadership style that will help identify appropriate candidate for our organization needs;
  • Screens potential candidates for proper certification and qualifications;
  • Organizes and/or attends job fairs;
  • Develops partnership programs with area colleges, high schools and other educational and training institutions to enhance recruitment efforts;
  • Drafts, publishes, markets and promotes recruitment material and documentation using the appropriate advertising media including, but not limited to, local newspapers and the Internet;
  • Maintains database of recruitment efforts and performs analysis of the data and analysis of organizational needs;
  • Maintains a resume bank for difficult to recruit certified positions with the BOCES;
  • Maintains Internet recruitment efforts;
  • Assists with employment offers, as needed;
  • Works with managers performing reference and background checks on applicants;
  • Assists with employee retention through use of recognition programs and employee engagement;
  • Assists in analyzing exit interview data collected upon separation;
  • Maintains records and files as necessary;
  • Drafts statistical and narrative reports as necessary;
  • Makes oral presentations to community and educational groups;
  • May attend technical and informational seminars to keep abreast of changes in public sector certification and recruitment;
  • Assists with the onboarding process by communicating with new hires and conducting in person onboarding meetings;
  • May process and facilitate personnel transactions as required in the Department of Human Resources, including information on appointments, separations, promotions, examinations;
  • Other duties as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

  • Thorough knowledge of recruiting practices, as they related to certified employees and Civil Service rules;
  • Good knowledge of the skill and training requirements for a variety of types of employment in the public sector education;
  • Good knowledge of hiring techniques that identify candidate skills appropriate for our organization's culture and needs;
  • Good knowledge of business English and business arithmetic;
  • Good knowledge of accepted interviewing techniques and practices;
  • Good knowledge of modern employment recruitment practices, principles and techniques;
  • Good knowledge of employee retention techniques;
  • Ability to identify and target areas of recruitment difficulty;
  • Ability to interpret job vacancies and to select a person or persons having appropriate skills and training for such employment;
  • Ability to maintain records and files on employment qualifications of applicants;
  • Ability to establish and maintain effective working relationships with employers, the media, and educational and training institutions;
  • Ability to acquire the knowledge of appointment practices of public sector civil divisions;
  • Ability to plan, supervise, and review the work of others;
  • Ability to understand and follow oral and written instructions;
  • Ability to prepare oral and written reports;
  • Ability to prepare narrative and statistical reports;
  • Skills in public speaking;
  • Skill in the use of modern office equipment and personal computers;
  • Physical condition commensurate with the demands of the position.

 

Job Qualifications

MINIMUM QUALIFICATIONS:

OPEN-COMPETITIVE: EITHER:

  1. Graduation from a New York State registered or regionally accredited college or university with a Bachelor’s Degree in Human Resources Management, Human Services or Business Administration and one (1) year of paid experience in employment recruitment or in a position evaluating professional credentials of individuals or institutions; OR,
  2. Graduation from a New York State registered or regionally accredited college or university with an Associate’s Degree in Human Resources Management, Human Services or Business Administration and three (3) years of paid experience in employment recruitment or in a position evaluating professional credentials of individuals or institutions; OR,
  3. Graduation from high school or possession of a GED and five (5) years of paid experience in employment recruitment or in a position evaluating professional credentials of individuals or institutions.

 

SPECIAL REQUIREMENT:  Possession of an appropriate level motor vehicle operator’s license issued by the New York State Department of Motor Vehicles.

Application Procedure

Civil Service Requirements:

This position will be hired as Provisional until the title is approved by Ontario County Civil Service, at which point the selected candidate will need to apply for approval in the Civil Service title and complete the required examination in order to transition into probationary and then permanent Civil Service status.
